It converts the bonus Attack Speed a champion gains into real Attack Speed based on a percentage. In most cases, a champion's Attack Speed Ratio is equal to their Base Attack Speed.

Although Attack Speed per Level is a fixed value, the amount of bonus Attack Speed a champion gains each level is not equal. Bonus Attack Speed gained from leveling each level = Attack Speed per Level ×(0.7 + 0.04 × current level). For example, when a champion levels from 1 to 2, the bonus Attack Speed gained is equal to 74% of their Attack Speed per Level. By max level, the total bonus Attack Speed a champion gains from leveling = 1400% × Attack Speed per Level.
