S Tier

Crown of Frost (Anja)
An exceptional tank/support character who provides shields to her team based on her maximum HP
Forest Ranger (Asura)
A top-tier sniper capable of eliminating most enemies with a single shot, effective throughout the game
Purifier's Waltz (Hailey)
Specializes in penetrating enemy defenses, making her invaluable in late-game scenarios
Scarlett (Pure Redemption)
A high-damage dealer who reduces enemies' endurance, ideal for aggressive strategies
Linn (Vibrant Melody)
Enhances team survivability and damage output by increasing allies' HP and critical rate
Heartfelt Healing (Triss)
A supportive character who heals the team and dispels allies' debuffs
Ember in Dark (Danica)
Despite recent nerfs, remains a strong unit, especially useful in PvP scenarios
Combat Mode (Shiro)
A powerful damage dealer capable of carrying teams into late-game content when properly supported

A Tier

Marine Maverick (Echo)
Can be obtained from the Arena as dupes, and she is the "less powerful" version of Crown of Frost (Anja), so she can work really well as a supporter
Sparkle Rider (Echo)
She depletes the enemy SP, so if you are facing a difficult stage, she can be a great unit to play and help you avoid taking some damage
Scarlet Samurai (Minami)
She is a unit that can tank and also deal damage, but sadly is not as good as a standalone damage dealer or tank, so that's why she is placed in the A-tier. She does have a taunt, so that is a nice little element in her kit

B Tier

Good Old Days (Sunny)
An SSR unit that ignores target defense; however, other units perform this role more effectively
Crimson Charm (Triss)
Deals area-of-effect damage but has subpar scaling, making her less effective in late-game content
Soul Taker (Reaper)
Reduces enemy defensive abilities, making it situationally useful, particularly in PvP

C Tier

Wicked Thoughts (Syer)
Blinds enemies and steals their defense but lacks the durability to capitalize on the stolen stats
Mighty Bunny (Bun Bun)
Potentially valuable in teams focusing on damage over time and critical hits, but currently lacks synergy with available units
Duck'n'roll (Poppy)
Can inflict fear and reduce enemy attack; possesses a taunt but is relatively fragile
